National Old Age Pension Scheme is one of the three components of National Social Assistance Program (NSAP). The NSAP is a centrally sponsored scheme that was launched in August, 1995. The NOAPS is a non contributory scheme designed for those who have little or no means of income. The scheme has been transferred to the State Plan with effect from the years 2002-03.

The scheme applies to all those who are at least 65 years, below the poverty line and destitute.

Benefits

The monthly pension amount under National Old Age Pension Schemes (NOAPs) has been increased from Rs. 75 to Rs. 200 and the State Governments have been advised to make an equal contribution from their resources so that a destitute pensioner gets at least Rs. 400 every month. The States of Uttaranchal, Rajasthan and Tamil Nadu had enhanced their share.

Administration

The scheme is implemented in the States and Union territories through Panchayats and Municipalities. Both Panchayats and the Municipalities are encouraged to involve voluntary agencies in benefiting the destitute elderly who are the target of such scheme.

Village Panchayats and relevant Municipalities are also responsible for reporting every case of death of a pensioner immediately after its occurrence to the appropriate sanctioning authority. The sanctioning authority shall ensure that payment of pension is stopped thereafter.

Application procedure

An individual who is eligible to receive benefits under the scheme is required to submit the form received from the Block or Municipality to the concerned Block Development Officer. The BDO would then carry out the due enquiry either directly or through the Extension Officer. The enquiry has to be completed within one month. If the enquiry establishes the fact that the applicant is eligible to receive benefits under the scheme, he recommends the applicant to the Sub Collector who then sanctions his pension.

Annapurna scheme

A new scheme called “Annapurna” has been recently initiated by the Government of India. Under this scheme, free food grains up to 10 kg per month will be provided to those destitute older persons who are otherwise eligible for old age pension under the National Old Age pension Scheme. However the coverage of the scheme has been severely restricted due to resource constraints.
